Being that you can't make a playable set out of what you have, you may have better luck at Chiptalk.net finding a value for them, or a buyer. I've seen them around somewhere else, (probably there, when I used to visit that site)
Otherwise, possibly 40 or 50 cents each, as they are Paulson H&C's, but I have no idea.

Are all Starbursts and Fun Nites LCV's?

I'd concur with Quads... Chiptalk or thechipboard would be a better audience to sell those chips.

Playable sets could fetch $1 per chip.

I got a rack of red Fun Nite 5's... haven't been able to dump them in a couple of years.
