Any recommendations for low-cost but (at least) moderately performing USB speakers? I'd be using them for the desktop PC in my garage, where we play poker. Tournament Director sounds, some music via iTunes, and that's about it in terms of use.

I used the Klipsh Pro-Media 2.1 set for my jukebox. They're a bit expensive at retail, $130 - $150. But you can find them cheaper online sometimes.
They sound fantastic - especially for computer speakers. But they have a weak wiring issue where the sub plugs into the control pod. Thing is, there's a simple fix for this if you're able to use a soldering iron or don't mind spending a few bucks on an aftermarket cable.
If you can find a set of these with the wiring issue, you can probably buy them for peanuts and then fix them for $10 or less for the repair.

That's WAY more than I'm looking to spend. I'm thinking $40 (US), tops.
Any suggestions in that range?

Hmmm... that's a tight budget. Try these maybe?
Logitech LS21 2.1-CH PC multimedia speaker sys (http://www.google.com/products/catalog?q=logitech+2.1&oe=UTF-8&cid=1126897067712778769&os=reviews)

I was going to suggest the same. They are pretty decent for just PC speakers, and I wouldn't go with anything less, but that's just me. I've unfortunately grown fairly critical when it comes to audio. :(
