Do you have access to a welder or someone who can weld the base together, on which you'd mount some heavy casters that you can roll it around on, and or lock into place?
Otherwise, it's probably best to figure framing the base in something heavy enough to support the rolling base, so I'm thinking 4X4's, with 2X4's for the uprights.

Build a "floor" to the inside of the bar that will sit on the existing floor
Stack weights along the entire bottom, then put a shelf on top of the weights

I built my bar free standing & not anchored to anything. Its not an "L" shape, and only 4' long, but its really heavy. I made it all out of 2x4's, 3/4" MDF, and plywood.

Living on base, you're going to have to move it eventually. I'd suggest mounting it on lockable casters. Otherwise it's gonna be a bitch to get it out of base housing.
Instead of an actual L-shaped bar, maybe you should make a straight bar and keep the kegerator separate from it. You could place the kegerator next to the bar, positioning the 2 to form an L-shape. Be a lot easier to move 2 separate pieces (when you are re-assigned) than trying to horse a big ol' L-shaped bar thru a doorway.
I know that's not what you want ideally, but we have to make those sort of sacrifices when we're serving our country...
